日本政府计划将吸烟率降至12%

  神奈川县大和市一名57岁的寡妇仍然后悔没能阻止她丈夫去一家烟民人数众多的公司工作。

  “我不知道被动吸烟是有害的,我真希望当时阻止(我的丈夫)做这项工作,让他改变自己的工作环境,”她说。

  她的丈夫不吸烟,但在印刷公司多年接触二手烟。他被诊断患有肺癌,两年前去世,享年56岁。

  该名女子已提起诉讼,要求得到工人抚恤金,她说她丈夫的死是由其工作场所的被动吸烟造成的。

  “计划中包括一个具体的数值目标是很好的,”日本烟草控制协会董事会成员中的女性代表冈本美月(Mitsuki Okamoto)律师表示。冈本说,目前针对二手烟受害者的适当措施尚未落实。

  “政府必须努力预防被动吸烟,并帮助二手烟受害者,”他说。

  过去多次试图对吸烟率确定数字目标的做法不得已被放弃了。

  “我们经常看到父母在儿童周围吸烟,”66岁的Kosodate Oen Network Doremi公司代表伊藤雅子(Masako Ito)表示,该公司是注册成立的非营利性组织,总部设在静冈县沼津市,主要经营日间护理中心。

  The government has approved a 12 percent target rate for smoking among adults, representing the first numerical goal to be included in its basic plans to fight cancer and drawing praise from activists battling the effects of secondhand smoke.

  The plans were approved at a Cabinet meeting Friday.

  A 57-year-old widow in Yamato, Kanagawa Prefecture, still regrets not stopping her husband from working at a company with a number of smokers.

  "I didn't know passive smoking was harmful. I wish I'd stopped [my husband] from doing that job and made him change his working environment," she said.

  Her husband was not a smoker but was exposed to secondhand smoke for many years at a printing firm. He was diagnosed with lung cancer and died two years ago at the age of 56.

  The woman has filed a lawsuit seeking workman's compensation, saying her husband's death was caused by passive smoking in his workplace.

  "It's good the plans include a specific numerical target," said lawyer Mitsuki Okamoto, a board member of the Japan Society for Tobacco Control, who is representing the woman. Okamoto said proper measures have not been implemented yet for victims of passive smoking.

  "The government must work to prevent passive smoking and help victims," he said.

  Repeated attempts in the past to adopt a numerical target for the smoking rate had to be abandoned.

  An official at the Health, Labor and Welfare Ministry said, "We used to use the phrase 'halving the smoking rate.' It was opposed on the grounds that it inhibits personal choice."

  "The assertion, 'We'll support people who want to quit smoking,' was accepted by many," the official said regarding the inclusion of a numerical target.

  People taking care of children also expressed relief.

  "We often see parents smoking near children," said Masako Ito, 66, a representative of Kosodate Oen Network Doremi, an incorporated nonprofit organization based in Numazu, Shizuoka Prefecture, that runs day care centers.

  "If the smoking rate falls, I'm sure the risk of passive smoking for children will be reduced," Ito said.
